An elevator inspector is someone who specializes in the design, testing and maintenance inspection of elevators, escalators, moving walkways and many other conveyances that move people. They are not to be confused with elevator mechanics. Inspectors (unlike mechanics) do not perform work on conveyances.
State and local code enforcement mandates building owners and operators to provide third-party inspections for their elevators, escalators, moving walks, dumbwaiters, and lifts in accordance with state/local code requirements to ensure public safety. Having Midwest Elevator Inspection Services perform these highly specialized inspection services delivers measurable legal and financial benefits.
In Missouri, the elevator safety rules and regulations require that each elevator and related equipment within the scope of the Missouri Elevator Safety Act be registered with the Division of Fire Safety and be inspected annually by a Missouri state licensed inspector. As part of the inspection process, each elevator must to be tested annually according to the A17.1 code by a person qualified to perform such tests and who is employed or under contract by the owner. This test shall be witnessed by the state licensed inspector. The rules are contained in the Missouri Elevator Safety Act, which was enacted in 1994 and placed statutory enforcement responsibility with the Division of Fire Safety, Office of the State Fire Marshal.
In Illinois, Public Act 92-0873, cited as the Elevator Safety and Regulation Act, was approved by the Illinois General Assembly in order to provide for public safety and awareness in relation to conveyances located within the State of Illinois. The Act requires that the design, construction, operation, inspection, testing, maintenance, alteration, and repair of elevators, dumbwaiters, escalators, moving sidewalks, platform lifts, stairway chairlifts, and automated people conveyances be in accordance with all applicable statutes and rules. As mandated by the Act, no person shall erect, construct, wire, alter, replace, maintain, remove, dismantle, or inspect any conveyance contained within buildings or structures without possessing the proper license.
QEI (Qualified Elevator Inspector) is the designation by the American Society of Mechanical Engineers (ASME) that an individual has met the stringent qualifications to provide a certified inspection of specific types of passenger conveyances such as:
For a conveyance to be considered “Certified” depends on the state or municipality where the inspection is to be completed. Persons holding a current QEI Elevator Inspector’s certification are nationally recognized to provide inspections. To provide a “Certified” inspection generally means that the inspection meets the ASME definition that the inspector is required to be “employed by” or “authorized” by the authority having jurisdiction.
